3. They've been coached that LEGALLY they can't prove a "don't recall."
I suppose, if they find a previous quote wherein the person in question DID recall, but then they'd just say, "Oh, yeah...that's right...now I recall!" and avoid any perjury charges. Until it gets to the level of Gonzo, where the lying bastard can't even recall his own name, or whether or not he even put pants on in the morning.

"Disgraceful" is a huge understatement.
