WHITE HOUSE (AP) - President Bush says "Democrats are failing in their responsibility to make tough decisions and spend the people's money wisely."
The president used his weekly radio address to take on the Democratic-controlled Congress for being slow to pass legislation to fund the federal government.
Congress just started work last month on 12 annual spending bills that are supposed to be passed before the October first start of the new fiscal year. Democrats say they are behind because they first had to work on emergency funding for the Iraq war, and then deal with last year's appropriations mess.
The president says each bill should be passed independently and on time.
