2. What it means is.....
...somebody is not doing their job. If the banks are insolvent, why are the allowed to continue loaning money? Every dime they make should be put in a holding account until they become solvent, including any and all monies used for bonuses. The fact that this is not happening is criminal and should be prosecuted. Until we see banksters doing hard time, the injustice continues.
