Clearly the woman in the wheel chair started the trouble, but the man who hosed was wrong as well.

As nasty and wrong as she was, that did not give the hose-man the right to commit battery on her. He should have called the police and let them handle it, instead of taking matters in his own hands and hosing the woman.
