Delahunt nails it. This law pretty much gives Big Oil 80% of the profit revenue generated from Iraq's oil fields, estimated at $100 Trillion dollars. No amount of sleazy legalese can cover the obvious plundering of Iraq's #1 source of revenue. This was why we invaded and are occupying Iraq. This was what Dick Cheney was doing in his secret energy task force meetings: planning the hostile acquisition of Iraqi National Oil. This is why 3600+ US soldiers have died and tens of thousands more have been wounded. This is the price 100's of thousands of Iraqi's have paid. This is why Big Oil stole the 2000 Election.

This is why this administration needs to be immediately impeached.
