Cheney called Feingold's resolution an "outrageous proposition." Cheney's first mention of the junior senator drew a chorus of boos.

"Don't hold back," Cheney said, smiling.

Cheney said what Feingold calls domestic eavesdropping should be called a terrorism surveillance program.

The president has clear legal authority to direct national security agencies to collect communications of enemies in wartime, Cheney said.

But since Kohl was elected in 1988, I suppose Feingold might technically be called 'the junior senator from Wisconsin' in the same way that Kerry might be called the 'junior senator from Massachusetts'.

You never hear Feingold referred to that way around here in WI, though.
