The "Surge Plan" as written by the "Surge" Architect
Ok, I posted this last night and kicked it this morning, and nobody seems to give a rats ass. I'm going to give this one more try to see if anyone actually gives a shit about what they are planning to do with our soldiers. This time I will bold the things that are really important so the lazy people can skip some of it...

http://www.aei.org/publications/pubID.25396,filter.all/pub_detail.asp

....We must act now to restore security and stability to Baghdad. We and the enemy have identified it as the decisive point.

There is a way to do this.

* We must balance our focus on training Iraqi soldiers with a determined effort to secure the Iraqi population and contain the rising violence. Securing the population has never been the primary mission of the U.S. military effort in Iraq, and now it must become the first priority.
* We must send more American combat forces into Iraq and especially into Baghdad to support this operation. A surge of seven Army brigades and Marine regiments to support clear-and-hold operations that begin in the spring of 2007 is necessary, possible, and will be sufficient to improve security and set conditions for economic development, political development, reconciliation, and the development of Iraqi Security Forces (ISF) to provide permanent security.
* American forces, partnered with Iraqi units, will clear high-violence Sunni and mixed Sunni-Shia neighborhoods, primarily on the west side of the city.
* After those neighborhoods are cleared, U.S. soldiers and Marines, again partnered with Iraqis, will remain behind to maintain security, reconstitute police forces, and integrate police and Iraqi Army efforts to maintain the population’s security.
* As security is established, reconstruction aid will help to reestablish normal life, bolster employment, and, working through Iraqi officials, strengthen Iraqi local government.
* Securing the population strengthens the ability of Iraq’s central government to exercise its sovereign powers.

This approach requires a national commitment to victory in Iraq:

* The ground forces must accept longer tours for several years. National Guard units will have to accept increased deployments during this period.
* Equipment shortages must be overcome by transferring equipment from non-deploying active-duty, National Guard, and reserve units to those about to deploy. Military industry must be mobilized to provide replacement equipment sets urgently.
* The president must request a dramatic increase in reconstruction aid for Iraq. Responsibility and accountability for reconstruction must be assigned to established agencies. The president must insist upon the completion of reconstruction projects. The president should also request a dramatic increase in Commander’s Emergency Response Program (CERP) funds.
* The president must request a substantial increase in ground forces end strength. This increase is vital to sustaining the morale of the combat forces by ensuring that relief is on the way. The president must issue a personal call for young Americans to volunteer to fight in the decisive conflict of this generation.
* The president and his representatives in Iraq must forge unity of effort with the Iraqi government.

Other courses of action have been proposed. All will fail.

* Withdraw immediately. This approach will lead to immediate defeat. The Iraqi Security Forces (ISF) are entirely dependent upon American support to survive and function. If U.S. forces withdraw now, the Iraqi forces will collapse. Iraq will descend into total civil war that will rapidly spread throughout the Middle East.
* Engage Iraq’s neighbors. This approach will fail. The basic causes of violence and sources of manpower and resources for the warring sides come from within Iraq. Iraq’s neighbors are encouraging the violence, but they cannot stop it.
* Increase embedded trainers dramatically. This approach cannot succeed rapidly enough to prevent defeat. Removing U.S. forces from patrolling neighborhoods to embed them as trainers will lead to an immediate rise in violence. This rise in violence will destroy America’s remaining will to fight and escalate the cycle of sectarian violence in Iraq beyond anything an Iraqi army could bring under control.

Failure in Iraq today will require far greater sacrifices tomorrow in far more desperate circumstances.

This was presented to a group including Senators McCaine and Lieberman if you go to the link you can see where and when this was presented by clicking the related link at the bottom of the page.

1. I've read that document more than a few times.
Edited on Tue Jan-09-07 04:10 PM by sparosnare
I also posted it and didn't get much response. What disturbs me is that Fred Kagan has made the rounds on all the major news shows and is being propped up as some sort of rational military expert. He's a PNAC crazie, and Bush is going to follow his plan.

The whole thing is terrifying.

2. I missed your first posting, walldude
but have been trying to read everything I can on Bush`s escalation of the war. I`m heartsick.

*THE GROUND FORCES MUST ACCEPT LONGER TOURS FOR SEVERAL YEARS*

No. Send the damn chickenhawks, all those Barco-Lounger blood lovers. Let them step up to the plate for a change and bring our troops home!

3. Sounds familiar
Almost like the German plan to relieve Stalingrad, and we all know how that worked out????

You're singing to the choir here, most of us realize what this means for the troops and for our own ability to defend this country. But as long as the clone troopers keep following orders, as long as they continue to buy into the myth being fed to them, as long as they really believe that they are
defending the country, they will continue to pay for their own lack of sense with their limbs, minds,
and their very lives.

We as civilians can only do so much, and we have, now it's time for the military to consider their own survival and to save themselves. And several truly brave soldiers have already shown them the example of how, THEY JUST HAVE TO SAY NO!!!!!!!

The responsibility is now theirs.

6. This one is new and different
"* Engage Iraq’s neighbors. This approach will fail. The basic causes of violence and sources of manpower and resources for the warring sides come from within Iraq. Iraq’s neighbors are encouraging the violence, but they cannot stop it."

So they finally admit this is largely an internal Iraqi war, huh? Which means since it didn't exist before Bush** invaded Iraq, it's Bush**'s fault.

I don't care if Bush** stands on his head and reads this manifesto while drinking a glass of whatever he regularly imbibes. Escalation is madness and will fail. Though I'm sure they'll do their dirtiest to make it look like it's succeeding until they can't hide the deaths and violence anymore...much as the last three years have gone.

8. And they plan on "clearing neighborhoods" -
in other words; our troops will be ordered to go from door-to-door killing people indiscriminately. Once everyone's dead, then we can move in and rebuilt. Brilliant! x(

11. So the enemy is the Sunnis? In a civil war?
Edited on Tue Jan-09-07 04:37 PM by sparosnare
This is all so much bullshit - determining the enemy in that mess is impossible and it's only going to lead to more violence. Can I get off this planet now?? Sheesh.

10. Yeah Randi made a good point about this yesterday
How the hell can you expect some 20 year old kid who has to go around kicking in doors to know who is an insurgent, who has weapons, who is using weapons for defense against insurgents, who is Sunni, who is Shia, and on and on. Not to mention the fact that we were suppoese to be bringing "Democracy" to Iraq, some Democracy when the army can go around kicking in doors whenever they want.

12.  "bringing democracy"
Edited on Tue Jan-09-07 04:42 PM by sparosnare
We all know, as noble as it sounds, you can't force democracy on a people, it has to come from within. Invading Iraq was never about WMDs, evil dictators or democracy. It's always been about oil and $$$ - so rich men can get richer at the expense of the American people and those who have what they want.

I am so sad to think our troops will be ordered to do this.

14.  "The ground forces must accept longer tours for several years."
Like they have a fucking choice?!

This is just more of the same bullshit we have heard all along. There will no longer be any troops to fight this war in "several years." Pissypants and the war mongers cannot sustain the troop levels they want without a draft. Once that happens, maybe this country will wake up.

Please, be reasonable. :hi:
I read and K & R the important stuff...and this certainly falls into that category, but I can't spend my entire life on-line...
unless I want my cats to pull an intervention stunt.
Again.

I certainly didn't mean to offend anyone who didn't get a chance to read this, but on the other hand it dropped like a rock yesterday. When something like this gets a couple hundred views and only 8 responses and 2 recs I have to wonder. Maybe it's me, maybe everyone has already seen it and I'm just behind the times...

BTW if your cats are planning another intervention maybe you could take pictures or something, I would definitely like to see that one :toast:
