I see a lot of people on here rightly or wrongly lamenting the election of Steny Hoyer as the Democratic Majority Leader. I have no shame in saying that I supported Hoyer for Majority Leader after taking a careful look at his voting record versus the record of John Murtha. A lot of people seem to be heavily swayed by Murtha's stance on the Iraq issue, but the question begs to be asked, what is the total picture of John Murtha? For that matter, what is the total picture of Steny Hoyer's voting record? Let's let the facts speak for themselves...

AFL-CIO, Labor
• Steny Hoyer received an approval rating of 100% from the AFL-CIO for his 2005 legislative votes, and a rating of 94% for his life-time votes in Congress.

Good in that he may be the most eloquent of all the Democrats in Congress, Hoyer in the throes of righteous indignation is worth the price of admission. I have long been a great admirer of Steney's oratory.

edit: I had great concern about the ethics questions too. As a donating member of CREW, I just don't think we can ignore even the appearance of impropriety in the present atmosphere, especially when we rightly chose to make an issue of corruption.

10. He gets my vote for supporting voting rights for DC residents. I am not a DC resident
but I think it is shameful to deny taxpaying citizens the right to representation. Why the hell would we fight wars to give other people the vote and deny the same right to American citizens because of their race? And that's what it boils down to...race. The demographics of DC are changing and as more and more whites move in and more blacks move out to suburbia, the chance of voting rights for DC looks better and better.

Then, while Pelosi works to resist the influence of corporate interests as she goes after the GOP's "culture of corruption," it is Hoyer who is deliberately landing stories in newspapers about his efforts to formalize his own system of legalized bribery - putting his own campaign wallet ahead of Democrats' efforts to develop a message of reform. Today in Roll Call, for instance, it was Hoyer who placed the story that details his efforts to "woo K Street" (aka. the corporate lobbying community). The story notes he convened a meeting of "50 business-minded Democratic consultants, lobbyists and corporate officers to get them to commit to writing checks." And in case you didn't think Hoyer was trying to land these stories - just check out his website where he brazenly displays a similar story, as if his corporate shakedown operation is a trophy to be marveled at - and not an albatross that directly undermines his party's message.

Finally, it has been Hoyer who has made a point of actively working against Pelosi on major congressional votes. You remember, it was Hoyer - the Democratic Whip - who refused to whip votes together to try to defeat the corporate-written Central American Free Trade Agreement. When Pelosi tried to build opposition to the disgusting bankruptcy bill, it was Hoyer, the second-ranking Democrat in the House, who not only didn't whip against the bankruptcy bill, but actually voted for it, after pocketing massive campaign contributions from the banking industry. While Pelosi was taking a stand by voting against the Iraq War, Hoyer was voting for the Iraq War. And when Pelosi worked to keep her caucus together in opposing the GOP Energy Bill, it was Hoyer who voted for the nauseating legislation after pocketing more than $300,000 from energy/natural resource industry cash. That legislation that literally gave away billions of taxpayer dollars to the energy industry profiteers who proceeded to bilk Americans with higher and higher gas prices.

OK, this was more than 25 years ago; people change. So let’s fast-forward to May 2006. The House Republicans brought up a lobbying and ethics reform package that was a bad joke — one that appalled and embarrassed even many of their own Members. The rule on the package was the typical one from the Rules Committee — no meaningful amendments allowed. But before the vote on final passage, there was a vote on a motion to recommit with instructions, which became a vote on a much more robust and meaningful Democratic alternative. To newcomers to the House: The motion to recommit with instructions usually is a joke itself — framed by the majority leadership not as a real alternative but as a procedural vote that demanded party unity in opposition.

The ethics package was the only occasion in which more than a tiny handful of Republicans bucked their leaders and voted for the Democratic alternative — 20 of them did so in this case, providing an opening for a real reform to pass the House. Except that four Democrats voted against their own party, killing ethics and lobbying reform all by themselves. Among them: John Murtha. Why? We recently learned from The New York Times that Murtha traded away lobbying and ethics reform in return for earmarks from the Republican leaders.

30. Looks like Hoyer's better on environmental protection, animal welfare and gay rights.
