Will the Democratic Congress protect him or impeach him?

hmmmm....

And guess what... Rummy has no protection now...

5. ICC has no jurisdiction. The only option is the Belgian War Crimes Law
The United States is not party to the ICC. It's basically an option only available for people like Blair, Berlusconi, Aznar

There is only one option and that's the Belgian War Crimes Law will has universal jurisdiction and deals with War Crimes regardless where it had occured. The neocons didn't like that because there were numerous attempts to indict George Bush (both junior and senior), Dick Cheney, etc. After Donald Rumsfeld threatning to remove NATO headquarters from Brussels, the Belgian War Crimes Law was shredded by the prime minister Guy Verhofstadt on July 12, 2003 and all pending cases were thrown out.

Amnesty International and five other human rights organizations took action though and tried to get it reinstated and the Constitutional Court agreed with the human rights organizations and unshredded the War Crimes Law on June 21, 2006.

Indeed Rummy has no protection.
