Just so you know, this is the actual genesis of "Cut and Run"
It's a nautical term, describing an incident in which a ship's anchor can not be disengaged from the sea floor. The condition may place the vessel in mortal peril, so the anchor rope must be cut, allowing the ship to "cut and run".
If anyone can find a more apt metaphor for what needs to be done in order to address the curent situation in Iraq, I'd love to hear it.

at the anchor 'embedded' in the ocean floor, while in the background, we see the ship approaching imminent collision and destruction.

Just when WILL he have the wisdom to cut and run, to save our ship of state?

18. This really is key: ask them if they know what the hell "cut & run" means
since it really means that if you can't pull anchor when it's time, you don't dangle there, you free the ship.
