9. A free one
You can download it at http://www.getpaint.net/ It operates like a cross between MSPaint (the standard Microsoft accessory) and Paintshop. They've also got free downloads for extra effects. I loved the price (free) and use it quite a bit.

10. I use Paint Shop Pro - stopped at version 6 (din't need all the bells & whistles)
I also use a graphic pen. The pen I like so much, that I use it as my mouse now. Great in the prevention of carpal tunnel syndrome.

Several years ago, I burn a copy of PSP and sent it to Mo Paul. I was tickled pink to help w/his fabulous art work.

11. Out of my price range
for now at least. Paintdotnet uses layers like Paintshop. Give it a try. It's free.

And a big thank you from the bottom of my heart for helping MoPaul in his creations. Years ago, it was before 9/11 I downloaded one of MoPaul's pictures and made a t-shirt transfer of it. It was the MoeBush one. I actually wore it to the grocery store on 9/11/2002 and got dirty looks from other shoppers. It is still one of my favorite shirts (and it has the link to MoPaul's website on it).
