Medicaid Rules Toughened on Proof of Citizenship

WASHINGTON, June 4 — The Bush administration plans this week to issue strict standards requiring more than 50 million low-income people on Medicaid to prove they are United States citizens by showing passports or birth certificates and a limited number of other documents.

The new standards follow a tussle with Congress. Federal health officials had considered giving states broad discretion to accept affidavits in place of official documents. But House Republicans complained, and the administration backed off, allowing affidavits "only in rare circumstances."

The requirements, which take effect July 1, carry out a law signed by President Bush on Feb. 8.

1. And they are doing the same thing with elections...
I do have to say one thing though. Although I oppose what the repubs are doing and why they are doing it even more, i lived in a foreign country for 20 years and there is no way in hell you can get out of having to have a passport and visa anywhere else in the world. just impossible. (not counting criminals with forged passports.)

2. As a foreign national you are correct
by the way as an immigrant I cuold not leave home without my green card. That said, now that I am a US Citizen I take my passport every election... the two ladies running the place try it every time... and every tine they are royally PO'ed when I show them the passport

That said... why aren't repubs enforcing the laws and fining the EMPLOYERS? They love cheap labor and all of this posturing is to get the base to the polls

3. There are other problems iwht this
when a paitent comes through the ER door, they rarely will carry a passport or a birth certificate. This is getting people ready to carry papers and presenitng a national ID when presented. It is called conditioning

7. Expensive too
Last year I paid about $40 to get 2 official copies of my birth certificate, one of which was necessary for my passport application. The passport application itself cost an additional $100 or so - and I did not pay the fee to expedite processing.
