1. Shrubs counties are mostly reported

All the counties heavily Kerry are at 10 and 20% and already have more TOTAL votes than most of the shrub counties combined.

7. It's because the shrub counties

are mostly small, rural counties with smaller populations and are predominantly repug. The ones you see at 10-20% are the urban counties such as Cuyahoga, Hamilton and Franklin, where the counting will go on for some time.
