2. Stalin didn't say this.

He said "cadres decide everything." He said that capitalist elections were meaningless. But he didn't say this quote... Not that it matters...

3. Gangs of New York

I have been using that quote, but I heard a very similar quote in "Gangs of New York" uttered by Boss Tweed. (James Broadbent).

Boss Tweed: "Remember the first rule of politics. The ballots don't make the results, the counters make the results. The counters. Keep counting."

My Russian friend assures me that all Soviet documents are suspect, but he is certain he has seen a very similar wording attributed to old Joe. And now a little Soviet era humor:
