Kerry should not concede. With up to 250,000 provisional votes outstanding in Ohio, mostly African-American votes from Cuyahoga, Kerry has a reasonable chance at closing the gap of 140,000. Also, there are 1.6 million votes outstanding in Florida.

1. Where do you get your numbers of outstanding votes?
They are much higher than being reported in the media, aren't they?
