This step was probably necessary. Most of the competent administrators have quit the city because they find they can't work with the mayor. The city council has refused to approve any of the plans to get the city out the ditch. The city council was about to declare bankruptcy, which the state doesn't want to happen because it could make it harder for other municipalities in the state to borrow money.

In addition to mismanagement, povery, large amounts of tax-exempt land, and state cutbacks, the worst problems in Harrisburg result from debt from a large incinerator. An upgrade of the incinerator cost tens of millions and then had to be redone. The cost of landfill space didn't increase as much as was expected, so the incinerator apparently had a tough time competing to receive trash.
