I need to find out about permits, where people could stay, if it's feasible nowdays (what with terror alerts and all) to set up a Hooverville of sorts for the uninsured to stay in.

Any help or insight you can give would be appreciated!

Just keep an eye on that thread in GD. I will start a new one either tomorrow or the next day with updates as they happen.

Tomorrow I'll research permits, etc. although if we can get one of the DC based organizations I've emailed on board with this, they will probably already have all that information.

destroys the scenery and upsets the tourists.

Permits, for the Mall at least, are issued by the US Park Service. Permits for streets are, I think, issued by the City.

All the circles are Park Service as well, I think.
