The official voter guide that has the statewide propositions in it is at www.voterguide.ss.ca.gov
For your local propositions (bond measures, etc), you should check with your county registrar of voters, who should have a guide to your voting district propositions.(they might also be online, most California counties are.) Your local library should also have voting and proposition information in that area they tend to carry the various county to federal forms and flyers.
From the lists of "proposition backers" that you will find listed on your voter guides you can track down the various organizations that will have information (slanted a bit, of course) concerning those propositions, as well as the actual wording of the propositions - which is very important. Last year, there were several local propositions that "looked" to be pro-environment by the title and initial commercial/voter soundbyte blurbs, but when you actually looked at the proposition as it was written, was a good 150 degree out from what the advertising suggested. (not a total 180, but close...)
There are also several competing propositions that are basically variants on the same theme. In those cases, you need to check the wording to discover the one that's closest to what you would support.
