Or maybe I misremembered. Cheney said that Bush was the first US President that called for a Palestinian state. I coulda sworn that Clinton did too. Any help here?

In December 2000, President Clinton put forward 'bridging proposals' to both parties, setting out new parameters for a permanent status agreement. He made these public in a speech to the Israel Policy Forum in New York. Key elements:

1. Palestinian state: sovereign, viable and geographically contiguous. Its territory should be Gaza and the vast majority of the West Bank. Settlement blocks should be annexed to Israel. (Compensating) territorial swaps, and other arrangements are also necessary.
