Bush's mouth: one side up/one side down

Bush's mouth: one side up/one side down
I noticed that at the pub, watching the rerun of the debate with the sound turned down.

He looked like my dad did after his stroke. One side of his mouth was up, the other side was turned down even when his face was pretty much at rest.

Could he have had a stroke at some point?

Or has the smirk become permanent?

1. bush has a split face
as far back as i can remember him, he has had that look to some degree, but i think it's more apparent when he gets emotional.

prolly speaks volumes about his 'psyche'
