Can someone explain this LTTE from Sen Pat Roberts?

Fifth-grader honored for service

I write to congratulate fifth-grader Katie Vahle of Mission Hills on receiving the 2009 Prudential Spirit of Community Award. This national award honors outstanding community service by young Americans.

Katie received this honor for setting up and holding a service-dog fundraiser, netting $5,000 for KSDS. KSDS is a nonprofit organization in Kansas that promotes independence and inclusion of individuals who are visually impaired or physically disabled by providing highly trained canine assistance and support. In addition to coming to Washington, Katie received personal congratulations from former first lady Laura Bush.

I am inspired by young Kansans like Katie who at such a young age understand the importance of going above and beyond to contribute to their local Kansas communities.

Is Pat late in recognizing what this little girl did or is there a reason the current first lady Michelle Obama didn't congratulate her?

I find this odd but I don't trust Pat Roberts in the least.

Also notice the "R-Kan" under his signature. Duh!

1. You know Pat Roberts didn't write that LTTE. Someone in his office did.
Probably the reason for the R-Kan under the name.

3. It is likely that at the point she made this effort, before the award
that that information was sent by Robert's office to the then First Lady's office - and that office send a nice letter to the kid (blind copying the Roberts' office. This likely did not involve either Bush or Roberts.

I have never worked in a Congressional office, but I assume this is what happens - just as the President (any) doesn't really write all the personal birthday cards to people over (I think, 90) whose families and friends request them.

5. Not necessarily, he might well have congrated her when the project was completed
and is now congratuling her on the award. Both would be typical letters sent by the office.
