Can't you read this like the $1 million is from someone else?
Describing the offer in an October 31 conversation recorded by the FBI, Blagojevich said: "We were approached 'pay to play'. That you know, he'd raise me 500 grand. An emissary came. Then the other guy would raise a million, if I made him (Press assumes it's Senate Candidate 5) a senator."




It's assumed that the highlighted sentence is about Candidate 5 - but it seems you could also read it like he was
talking about someone completely different
