Why not give the CONSUMER this money to pay off their loans?

Tell that to my friend who has a lot of credit card debt from paying for school items like textbooks, lab kits, tuition payments, and the like because she couldn't get enough money or loans to cover everything. I have a lot of credit cards in collection because I got sick and wasn't able to work to pay off the credit debt that I owed from paying for things like rent, medications, left over college expenses (have you seen the price of science textbooks?) electric bills, groceries, cash advances for rent, etc. Add to that the fact that my sister and I were trying to help our parents with their expenses, as well. None of the expenditures were frivolous. But of course it's our fault that we owe the money. :/

I'm able to work full time now but I still only make $22K a year (and I live in a city) and even splitting the costs with my sister, there's not enough money left over to make many payments.
