1. Here's a man that knows how to cover his ass
If Kerry wins, well he will have spoken positively of him. If Bush wins, well "Mr. President, I said I was rooting for you didn't I?"

3. Yes, if Bush was doing better in the polls he would have
But he knows that there's a real chance that Kerry will be his next boss. So he's ingratiating himself already.
