Why Bush ignored 911 warnings in 2 paragraphs or less
It's a contest, sorta:

Could it be that Chimpy didn't want the meetings. Maybe he wanted 911 to happen. Hey, great ratings! War president! Who ####ing cares about soldiers since he was AWOL and wouldn't know the difference! Cheney and Halliburton want to cash in! Daddy almost got killed by Saddam, so the Iraq war would be payback for Daddy hiding the fact he's a AWOL skirt-chasing cokehead business failure with a Gentleman C at Harvard and Yale. Daddy pulls the strings. Chimpy better follow orders. Or else.

He can't screw up the plans for PNAC drafted by Wolfie back in 1992 to have an event to have the American people to rally around behind (say like a 911, for instance) so that it would be a perfect excuse to invade Iraq and grab the oil wells.

2. Look. They were busy dividing up the American pie for themselves
and their supporters. Remember that guy who was put in charge of the faith-based initiatives? When he resigned he said the WH was all about politics, not policy.

The cabal WAS busy. They were planning their tax cuts, their privatization of the military, social security, and social serives, their rollbacks of environmental policies and international agreements, and their missile defense system, which would provide provide contractors with a new source of revenue.

They were busy giving themselves what Cheney termed their "due." If they hadn't had 9/11, they would have concocted some other "threat" from Iraq because it's really all about money with these people; not good government.

3. Here it is in three words...

wag the dog...

Repugs thought it was a wag-the-dog response to Clinton's impeachment. That makes more sense than all the explanations combined from both dems and repubs,

5. Well
It was there. He knew it would happen and realized he'd be the most powerful man in the entire world because the American people would rally behind him.

No brains, no vision, no nothing.

The man desperately needed 9/11, swaggering and sneering while he playing the "Daddy" role; he had nothing else.

It was like winning the lottery.

8. As in ALL other things
At the very least Bush and Cheney were ignoring any potential harm because of their agenda. That includes everything besides Al Qaeda. They also were focused on merely making ALL things work toward that agenda, whatever occurred. That Bush had his own Saudi connections, besides the CIA and the Bush supporting elements in the CIA(retired or inside) to help him focus on the "big picture" and put terrorism into a private context.

That the suspicion that the WH knew a great deal about 911 arises like a dark cloud from the wreckage of the last plane that- despite the "odd" delays in defense- never made it on schedule to DC and the Congress(which due to the significance of the anniversary of Bush I's address to same was a prime target more than a "monument" or the mostly evacuated WH). Cheney(in the WH). Bushes- dispersed off main flight paths. Ashcroft- grounded. Though this pattern of scrambling is not confined to 911, the delays and footdragging by Junior were so puzzling as to cry out for answers. They didn't look ignorant so much as unready for the incompleteness of the attack.
