1. District delegate
In each state, pledged delegates are awarded state wide and at a district level. The 15% rule applies at each level. So almost all of Sharpton's support came from a single district, where he managed to break the 15% mark. But last time I checked DE only had one district, so I do not know what is going on. But DE does in fact have 10 district-level delegates.
