Repeat after me: It's the paper trail, Stupid!
The only reason to circumvent the FISA warrant process (Remember, they can spy first and get a warrant later) is the lack of a paper trail.

Why would BushCo possibly want to avoid a paper trail?

That's the question everyone should be asking.

What are they hiding?

1. At this point, shouldn't the question be,
"What aren't they hiding"?

They've out Nixoned Nixon.

3. Exactly!
Someone just posted that they're probably hiding the fact that they used their secret spying guys during the elections.

2. I believe the reason is they are tracking and tracing all
international calls coming into and out of America.

This is their detection.

It is unconstitutional and very scary. When I hear terrorist ties, I wonder if they track all calls coming and going into countries that have an FBI presence in the new terrorist plan they got.

4. Without a paper trail, how do we know it's foreign calls?
Does anyone really trust BushCo enough to believe they'd limit their spying to foreign calls?

5. My thoughts exactly.
Who's to prove any different? They could have spied on candidates during the election...might have made a difference if they did not know everything that was being done by Kerry and others.

6. Why would BushCo possibly want to avoid a paper trail?
For the same reason they wanted to avoid a paper-trail emanating from voting machines. This entire Administration is smoke & mirrors ...
