the issue: the transporting of US detainees to secret prisons outside the US for the purpose of torturing them to extract information ...
is the US doing this in spite of its denials to the contrary?? according to Rice, the US only ensures no torture will occur "where appropriate" ... also notice that Rice stated the US seeks assurances the detainees will not be tortured ... and yet cheney continues to argue that torture should be allowed ... just whose assurance is Rice suggesting she's obtaining? ... isn't it the US that is doing the torturing?? ... here's what Rice had to say on the subject:

Secretary of State Condoleezza Rice, while on a four-day trip to Europe this week, is the latest administration spokesperson trying to explain how terrorism suspects -- including those who have been sent to other nations -- are being treated.
Rice, refusing to confirm or deny CIA-run prisons in other countries, admitted that some suspects have been transported to other nations but adamantly denied that this was so that detainees could be tortured.
"The United States does not use the airspace or airports of any country for the purpose of transporting a detainee to a country where he or she will be tortured," Rice said before departing for Europe.
"The United States has not transported anyone, and will not transport anyone, to a country when we believe he will be tortured. Where appropriate, the United States seeks assurances that transferred persons will not be tortured."
