That's right, George W. Bush, right there on page 239 of his "autobiography" A Charge to Keep.
Man, this is the best 25 cents (at Goodwill) I've ever spent! Lots of funny stuff like that sprinkled throughout. Here are some other ones:
"I oppose government investment of Social Security funds in private stocks or bonds..."
"...our military should not become permanent peacekeepers..."
"Ours should not be the paternalistic leadership of an arrogant big brother..."
But my favorite:
