I think it's a right wing frame to deflect from their own fascism.

My take on the term is that it is part of the continually shifting rationale for the Iraq war. First it was WMD, then it was liberating the Iraqis from Saddam, then it was bringing Iraqis democracy. Now we're coming back to a more military-based justification for occupying Iraq. But the neocons needed a term with enough reach to encompass the possibility (probability?) that the US will be taking its "war on terror" farther and wider than just Iraq (maybe Syria? maybe Iran?).

"ALL those Middle Eastern countries are run by Islamo-Fascists and harbor Islamo-Fascists, you know. We need to FIGHT Islamo-Fascism whwerever it rears its butt-ugly head!"

This is a new, broad-brush-stroke buzz-term that will get people to "think big" about our goals in the Middle East. Not only do we need to go after al-Qaida, and "insurgents" and "terrorists," but we need to wipe out all the Islamo-fascists too. (Even though Islamo Fascists may not currently be "insurging" or terrorizing--they are all over Syria and Iran and boy howdy, are those guys ever Islamic! AND fascist!).
