As in any probability, you don't know whether the particular instance you are studying will be on the higher side or the lower side. You only know the CHANCES for either.

Kerry's problem is that if after going through the weeks of getting the whole count, he looses, the Democrats will not be forgiven the effect of the stress upon the markets (remember that the markets are not the economy).
