"Bandwagon" vs. "suppressing the vote" question
I'm confused on one thing about Kerry "good news" tactics. If spreading the idea that its won is to depress the vote, what of the so called "bandwagon effect?"

Is that also what claiming an inevitable victory is shaping up is trying to get going? At what point does one over shadow the other and tip it?
