In other words, are HMX and RDX powders considered plastic explosives?

They are used to make plastic explosive. They are not themselves usable as plastic explosive.

I would imagine any soldier being tasked with this duty would be capable of distinguishing between canisters of powder and wrapped bricks of actual plastic explosive.

The Kool-Aid drinkers turned off their TVs once they were told Pooty Poot took the explosives. It's people who dislike the Naked Emperor but aren't completely behind Kerry -- or Republicans who just aren't feeling very motivated to give Bush* four more -- who can be manipulated by this stuff.

Jeez, I've been taking a dim view of this whole thing because the press has taken so many dives and pulled so many punches for Bush* -- if they stand up, it could tip a few more undecided or soft Bush* voters to either vote for Kerry or not vote. That would be good.
