Roberts said the new government of Palestinian Prime Minister Ahmed Qureia expressed its commitment to improving the Palestinian Authority finances, which have been wracked by corruption and inefficiency over the years.

However, it also noted that success is impossible without steps by Israel and it urged the Israelis to allow increased freedom of movement to the Palestinians.
