LONDON—Increasing the world's use of biofuels could actually help boost global food production by encouraging investment in agriculture, the head of the International Energy Agency's renewable unit said Thursday, turning on its head a long-standing debate over the use of agricultural land for fuel crops.

This week, the IEA launched a report that forecast biofuels could provide up to 27% of the world's transport fuels by 2050, compared with 2% now. Biofuels made from starch, sugar and oilseed crops could displace substantial volumes of fossil fuels, the report said, saving 2.1 gigatons of carbon dioxide annually.
