Changes in Work Visa Rules
http://www.cnn.com/2004/US/06/23/us.workers.visas.ap/index.html

<snip>
WASHINGTON (AP) -- Foreigners in the United States with worker visas must
reapply for them overseas when they expire, the U.S. State Department has
said.
</snip>

==========================================================================
One of the ways multinationals fire Americans and hire cheap foreign counterparts is through the work visa, H-1B and L-1 system.
This has to be somewhat good because an engineer who needs their
visa renewed must leave their job in the US, fly to their home
country, reapply, wait (hopefully) and re-enter the US.

At least it will disrupt those cheap work hours for multinationals
