Poll question: Crystal Ball showdown 2 - Congressional election key voters
Which voters are the key to putting more Democrats in Congress? This is a different from the Presidential election (IMHO), because while a whole state goes to one presidential candidate, swinging a few votes in a single district can make the difference for a House candidate, "base" voters or swing voters?

1. Other - ending partisan redistricting
There are literally only a handful of competitive districts in this country. Partisan redistricting (by both sides) over the past 20 or so years has resulted in making over 95% of congressional seats safe seats for either party, making it that much harder to create a shift in control one way or the other.

The solution to this is to redistrict the entire country along lines that make geographic sense (of course this has almost no chance of being enacted).

Once we get to that point, I would say swing voters are more important considering the large percentage of people that split their vote.
