1. Blown insulation isn't going to stop drafts.
Not sure if this is venting through a side wall or into the attic.

It sounds like air is coming in from the wall space or attic space or worse, from the outdoors.

If your oven vent duct is double wall, you may use a number of different products to seal around it (tape, caulk, foam, etc.)

If it's single wall, metal flashing should be used along with a good weather proof caulk.

3. it vents through a side wall and yes it is from the outdoors.
it is a single wall. in the spring i will have to take the siding off of that area and look into some metal flashing i guess.

2. the oven itself or just a ventilator fan?
(gas or electric?)

if it is just the fan I would disable it and block the vent with a rag or something - I say disable it so somebody doesn't try to use it and start a fire.

5. Is the air coming in directly through the vent system?
Or does it appear to be a leak coming around the edges?

If it is around the edges, you just need to seal up the edges with caulk. If the air is coming in through the vent, there are a couple of likely issues.

1. The seams in the ducting have become loose (e.g. the duct tape sealing the duct joints needs to be replaced).
2. The damper in the vent is not closing properly when the fan is not in use. (This seems to be the most likely source.)

I found this web site that tells how to install a range vent. It should help you locate and solve your air flow problem.
