The Dead Pool - Clint Eastwood movie

DARPA's new betting agency is basically 'the dead pool' from the 70's movie.
When some civilians bet on death in that movie Clint called them 'sickos'.
The inevitable corruption followed and people got killed for the money.

Also, it is reminiscent of 'the running man'.
Has Bush seen too many movies?

They corner Harry, and say that they are going to kill the ones that the public knows about, so that they will understand when they take it to the next level.

And then they say:
