Not sure I agree about 1980-88, but U2, REM, Bruce Springsteen, the Police, the Cure, Prince, Phil Collins, Peter Gabriel, and others put out good stuff in that time frame (I'm not a fan of all of them, but just listed the above)

Anything from Husker Du's "Zen Arcade" album, a bunch from "Flip Your Wig" and "New Day Rising" and some from "Candy Apple Grey"

Some of Van Halen's early 80s stuff - "Everybody Wants Some" - "And the Cradle Will Rock" - "Unchained" and "Mean Streets"

MDC's "John Wayne Was a Nazi" and "Dick for Brains"

Bad Brains "Sacred Love"

Bruce Springsteen's "Born in the USA" album

A lot of the early to mid 80s stuff from REM and U2

21. I completely disagree.
I was a teenager 1990-1996 (ages 13-19). As far as I'm concerned the best decade for rock 'n' roll was about 67-77, or loosely speaking, from Sgt. Pepper to the premiere of Saturday Night Fever.

Of course there is great Rock and Roll from each decade.

But the Sixties was the renaissance period. That's the period of explosive growth and creativity and experimentation that has fueled Rock and Roll ever since. So much new ground was broken in the Sixties that we're still sifting through it today.

Anthrax/Public Enemy's "Bring the Noise" was what I consider to be the birth. A couple of other good efforts also came out. It was the childhood that went straight to hell. Rap had so much potential; what happened? At least metal was around long enough to see it come to a productive adulthood.

The fifties invented it, but didn't have a whole decade to develop it.
The sixties built on the original style and expanded it all over the place.
Everything after that owes homage to something rooted in either the fifties or sixties.

60's

Stones, Beatles, Doors, Who, Kinks and a host of others.

70's

Zeppelin, Sabbath (Yes, both are technically 60's but more known for their 70's material), AC/DC, Motorhead, Van Halen, Rush and many more.

80's

Slayer, Metallica, Ozzy, Judas Priest (Strongest material is from the 80's), Megadeth, Iron Maiden. All the best Metal is from the 80's.

You could always make a case for Little Richard, Jerry Lee Lewis and Screamin' Jay Hawkins from the 50's.

My first instinct was to say the '80s, since that's when I was in my teens and early twenties. However, all of this would be moot without the 1950s. Bill Haley, Elvis, Buddy Holly, Chuck Berry, and a score of doo-wop and R&B acts laid the groundwork for everything that came later
