Does the US have an agency with motto "Wisdom, Strategy, Strength"?

I'm watching the Bond film "Die Another Day", and M was just talking to some guy from the US over video phone, and as he hung up it showed a seal (much like the presidential seal, or other official seals) of the eagle with an arrow in its mouth, and its feet holding a key with three teeth, and the outside has the words "Wisdom Strategy Strength".

Clearly, I realize this is not a real seal, since I believe all official seals have the eagle with olive branch in right foot and arrow in left foot.

But I am curious if we have any department that has "Wisdom Strategy Strength" as their motto.

I would hope not, because it's fucking dumb, and I think it shows the Bond writers being really fucking lazy; or, the writers are British, and wanted to make the Americans look stupid. Which as we all know, isn't very difficult to do, especially given the way they decorated the US guy's office with old pistols, cowboy bric a brac, and sports memorabilia.
