Can someone explain why the US says they have strict borders?

The last two times I went to the US I was pretty well waved through. Coming back into Canada is the real pain in the ass, espcially wearing all the gold.

i went to windsor while in detroit, and they checked ids, birth certificates, and asked a shitload of questions when going to canada. coming back, they glanced at the id, and waved us through

2. by 2007, you'll need a passport

to cross the border, according to NPR-the new "strict borders" policy. Maybe this is what they meant. Sigh. So much for peaceful, friendly relations.
