There's a difference between a quick glance (in terms of breasts or 'packages') and out and out stares by someone. It's a little creepy when a guy you don't know stares and says, "Damn, you have a nice pair of tits." I mean, it's just too much and somewhat scary. It wouldn't bother me to know a man looks at me briefly and is thinking the same thing (nothing wrong with physical attraction), but when someone goes too far, as a women, one worries about violence possibly being perpetrated because obviously the man's boundaries are off-kilter.
