Rove now pounding his desk, screaming Damn! (no bullhorn photo-op)
Too early to say that Rita has petered out without any serious damage (actually, there is serious damage). Let's hope it's as minimal as initial reports suggest.

However, the cynic (realist) in me believes that Rove and co thought this was going to be the "comeback" hurricane for Bush.

evacuating and shutting down the wrong cities and all...

He tried to make Nagin and Blanco look bad, but he only proved that they handled the evacuation well, and that the feds screwed up the aftermath by not reacting in New Orleans and Mississippi (hundreds dead and forgotten) the way they reacted in Galveston and Houston.

Shut down the fourth largest city in America, tons of oil flow, all because he doesn't understand emergency management. Don't worry George and Karl, there may be a few more chances to fine tune your strategies. Imagine two more Cat 5 hurricanes barreling through the Gulf towards Houston and New Orleans, spaced three weeks apart. Two more evacuations, with people in their cars for 36 hours, two more times to shut down the fourth largest city in the US. Maybe by the fourth time you'll get it right. Or maybe people will be so disgusted by you that they won't leave that last time. And that's when the Cat 5 really will hit Galveston and Houston.

New Orleans has planned for these events for decades, so they knew how to get it. It wasn't them who failed, it was Bush who failed them. It takes experience and intelligence to handle these crises, and Bush has neither, and doesn't know anyone else who does either.
