1. House cancels hearings on Katrina response

WASHINGTON (CNN) -- The House majority leader late Tuesday tried to deflect criticism of the federal response to Hurricane Katrina by saying "the emergency response system was set up to work from the bottom up," then announced a short time later that House hearings examining that response had been canceled.

Rep. Tom DeLay, R-Texas, said House Republican leaders instead want a joint House-Senate panel set up to conduct a "congressional review" of the issue.
Tempers flared Tuesday during a contentious closed-door meeting between House members and Cabinet secretaries in charge of directing Katrina relief efforts. A Republican representative stood up and said, "All of you deserve failing grades. The response was a disaster," CNN was told by lawmakers emerging from the meeting.
But DeLay countered that assessment later in a news conference by saying that the onus for responding to emergencies fell to local officials.
"It's the local officials trying to handle the problem. When they can't handle the problem, they go to the state, and the state does what they can to, and if they need assistance from FEMA and the federal government they ask for it and it's delivered," DeLay said.
He added that Alabama and Mississippi did a much better job of responding quickly than Louisiana. Alabama and Mississippi have Republican governors.

In a memo dated August 29 -- the day Katrina made landfall -- Brown asked Chertoff for 1,000 DHS volunteers willing to deploy as soon as possible "for a two-week minimum field assignment" in hurricane-struck states.

The memo was obtained by the media Tuesday.
In it, Brown writes, "We anticipate needing at least 1,000 additional DHS employees within 48 hours and 2,000 within 7 days."
According to Natalie Rule, a spokeswoman for FEMA, the employees were needed to answer phones, do community relations and help set up field hospitals, what she called "non-emergency tasks." They are not first-responders, she said.
"We already had all of our first-responder teams pre-deployed -- 32 teams in all -- who went in and staged in and around the hurricane zone and were ready to go by Sunday. This is deployment that requires that the governor make a request to the federal government," Rule said.
In closing, Brown says in the memo, "Thank you for your consideration in helping us meet our responsibilities in this near catastrophic event." Attached to the memo is a list of requirements for employees heading to the hurricane area, including personal supplies, contact points and physical requirements.
One part of the attachment advises employees to "convey a positive image of disaster operations to government officials, community organizations and the general public."

FEMA: Florida Election Management Agency


Mel Brooks once said, "it's good to be king." Well when it comes to hurricanes, it's even better being the President's brother. Especially in a vital swing state. In an election year.
Louisiana's Democratic Governor Kathleen Blanco is learning that the hard way. While her state suffered through a disastrous, disorganized and delayed response to Katrina from FEMA and the Bush administration, Florida governor Jeb Bush had no such problems as his state weathered four hurricanes in 2004.

There is no mystery to this discrepancy, as GovExec.com wrote in "How FEMA Delivered Florida for Bush" on November 3rd, 2004, literally the day after the President won reelection:

Now that President Bush has won Florida in his 2004 re-election bid, he may want to draft a letter of appreciation to Michael Brown, chief of the Federal Emergency Management Agency. Seldom has any federal agency had the opportunity to so directly and uniquely alter the course of a presidential election, and seldom has any agency delivered for a president as FEMA did in Florida this fall.

Add geography to the growing list of FEMA fumbles.

A South Carolina health official said his colleagues scrambled Tuesday when FEMA gave only a half-hour notice to prepare for the arrival of a plane carrying as many as 180 evacuees to Charleston.

But the plane, instead, landed in Charleston, West Virginia, 400 miles away.

8AM – MAYOR NAGIN REPORTS THAT WATER IS FLOWING OVER LEVEE: “I’ve gotten reports this morning that there is already water coming over some of the levee systems. In the lower ninth ward, we’ve had one of our pumping stations to stop operating, so we will have significant flooding, it is just a matter of how much.”

Outsourcing and privatization have killed jobs in the recent past. Now they are literally and figuratively killers any way you wish to describe...I'm so sick of outsourcing and privatization of profit/socialization of risk. And what's worse, even those Democrats who are the enablers of the Republican economic policies that are continuing to destroy the New Deal, or more accurately, what's left of the New Deal.

Here it seems that the state of Louisiana contracted for busing, not FEMA ! I'm not sure of the timing on this story from Sept 4th on DailyKos but the busing issue is a real sticking point in this story.

All very last minute. Newsweek's story on the hurricane shows a picture of school buses on one side of a roadway while charter buses from AL and TN are being boarded.

supercede this older plan ?

Excuse me, but Scientific American Oct. 2001, Drowning New Orleans shows all aspects of the flooding of the city.

Beyond that, IEM, Inc.'s catastrophic hurricane event planning should have prepared for any and all situations, including WORST CASE SCENARIO.

DUers Katrina Research Thread: Organized by categories
I am starting this thread to organize information about hurricane Katrina. Please please please help keep this site organized. We need a place where people can find information fast. Here is the design. First I will establish categories as replies to the original post. Each of these will be like a folder. Before K: FEMA
During K: FEMA
After K: FEMA

If you add any information to these categories, please format the information as follows:

subject line: date first, title of article

message area: link to the article(that has been refreshed), brief description of the article or post from it so that someone can immediately figure out what it is about.

Please use this thread only to organize material into categories. If you do not see your category already listed, please only add new categories if you use the format listed above: pre- K, during K, and after K. Tomorrow we will start a new category called after September 8.

Please also do NOT use this thread to post replies, comments, or request for information.
