if private citizens just fucking couldn't take it any more and tried to act independently by fly overs with food/water drops or just took flat bottom boats in on the back routes to ferry people out or started work crews up in specific neighborhoods or put markings on doors to indicate people were inside or deceased--
what would happen?

There's got to be people who know those areas like the back of their hands.
