He did not use that surplus for other purposes. That's what I heard from a D. Congressman on CNN the other day.

Clinton ran six defecits in eight years. Every defecit for the last 25 years has used the social security surplus to make it look smaller.

However, the surplus is starting to get smaller each year.

In 2018 the social security surplus will become a defecit. That's when the congress will change the accounting and not count it any more because then it will start making the budget look worse instead of better.
