What would it take to halt or delay the electoral college decisions
If enough questions are raised about the accuracy of the vote count, or "probable" fraud then how can the electors make a decision.

Have the electors ever been delayed or halted?

1. Good Question? When does Electoral College Certifify?
I'm not sure on your question, but seems that they could not close out at least until each state as compiled and submitted. Now, Iowa reportedly has some 30 year laws in tact where they have reportedly said they can not close until Nov. 28th or 29th (forgot exactly).

Also, although it is mostly ceremonial... just before the Jan 20th finalization, all states vote which I think technically finalizes the count (January) - but, that is typically mostly ceremonial. Wonder what would happen if some of the states said "Kerry" versus "Bush" (right?).

2. We need to find out when and where each state is going
to certify and then move to stop it.
