Did Kerry say this, or did Bush say he said this?

"Sen. John Kerry said he would not have overthrown Saddam Hussein had he been President and accused Bush of "stubborn incompetence." Bush said Kerry is flip-flopping.

Not invading Iraq is not the same as leaving Saddam in power. Bush with the help of the media is twisting Kerry's words in a shameful way. It's actuallty another lie, IF THIS IS NOT WHAT KERRY SAID.

I thought I heard him say that "we have traded a dictator for chaos.."
How do you get from there to "Kerry would have left Saddam in power?"
