2. Every state should create a graveyard for this war...
its a memorial to brave men and women who have died for a theory.

Not every victim is going to be buried in 50 different graveyards. How about a remembrance like this:

The Peace Park Project is dedicated to building a Peace Park in Asheville, NC, with a memorial showing the human costs of the Iraq War.

American troop deaths have now passed 1000, while the number of injured and maimed exceeds 7000; there is no end in sight. We intend to hasten the end of this war by drawing attention to the increasing number of our young people who are dying in a preemptive war of aggression.

The final design will incorporate the names, ages, and hometowns of the American troops killed in Iraq. We invite local and national support and participation in making this park a reality.
